WISH:

Raleigh wants his brother Yancy to be alive more than anything. A big part of Raleigh's life got ripped away when Yancy died and because they were drifting at the time, he was actually connected to Yancy's mind and felt his pain and anguish as he died. Raleigh and Yancy were incredibly close and there's nothing else that Raleigh could possibly want than to have his brother back, as selfish as that might be.

FIT:

Raleigh is a perfect fit for Cadelle. In his canon, he's a Ranger in the Jaeger program and puts his life on the line to protect the world from kaiju. He sacrifices his own personal safety and well-being to help save the world, even after leaving the program for a while due to his brother's death. It's painful for him to come back but he does because it's the right thing to do.

In Cadelle, he'd do what he could to help others. He's someone that would take a while to work up to intimacy but he's a very giving and generous man so he'd more than make up for it in public works. He'd be the guy working on every construction project, doing all the heavy lifting and definitely helping out in the animal shelter because he's an IRL golden retriever.

Raleigh's also a social person. He gets along easily with most everyone (Chuck Hansen notwithstanding) and rolls with the punches. He's not someone who gets easily flustered and the ups and downs of events and people coming and going wouldn't bother him as much as others. He's from the future, yes, but Cadelle is on a level of technology he's comfortable with and since he's not having to defend the coast from giant monsters, he can deal without his giant robot.

CONSENT:

Raleigh doesn't really have any romantic relationships to pull from in his canon but a big part of Pacific Rim is the concept of drifting, mind-linking with a partner in order to use a jaeger to fight. Drifting requires inherent trust in one's partner and an ability to understand one another on an innate level; I feel like Raleigh's experience in drifting and the amount of trust it takes would translate to his ability to understand and use consent in all his interactions.

Furthermore, the only significant relationship with the opposite sex he does have is his friendship/partnership with Mako Mori. He doesn't press her for any kind of romantic interaction even though at times it seems he is attracted to her (a lot of fandom does read this as a ship and he does kiss her on the forehead at the end of the movie). While I don't have explicit examples of consent I do think Raleigh understands it and given his nature and personality, he wouldn't violate it. He's basically the walking definition of lawful good.
